You really want to be careful how you allow customers to cancel orders, as you dont want to have the order nearly fullfilled and then they suddenly cancel the order as soon as you hand it to the Fedex Guy before the tracking numbers are updated. So what you must do is have cancellation available under a certain order status, that perhaps changes out of that status at a certain time of day if in stock, or after a certain function like printing labels etc.
